His inner personality,Hakuba,awakens when Cavendish falls asleep and grants him incredible speed,to the point that he moves too fast for the eyes to track,even with Haki he can barely be seen.
9.Shiliew Of The Rain
Shiliew is a master swordsman and is extremely proficient with a specific type of sword, the nodachi. Once released from his death row cell, Shiliew was given his nodachi back and killed his fellow Impel Down officers in a split second.
8.Bobbin
Bobbin was sent to burn down an island that failed to make its monthly tribute, a task in which he succeeded alongside several comrades.
7.Vista
He has incredible strength and reflexes and is also able to move very fast since he immediately backed up Luffy against Dracule Mihawk. He was capable of deflecting an attack from an axe-wielding giant, as well as easily slice down cannonballs in midair.
8. Trafalgar D.Water Law
Law's offensive abilities lie in his swordsmanship, demonstrated by his expert use of a sword about as tall as he is, though he is seen being able to defend himself without it by using his Devil Fruit abilities. In contrast to the ranged slashes of traditional swordsman, Law’s sword slashes don’t travel but simply provide the cutting effect while his spatial manipulation within his ROOM provides the range. He can dismember people without harming them and attach separated parts in any manner he sees fit.
5.Roronoa Zoro
After two years of intense training with Dracule Mihawk, Zoro has grown much more powerful than before. It is shown during his first appearance after the timeskip that he can cut through extremely large objects with incredible ease, speed, and precision (also considering without the use of his left eye). Zoro was even able to cut a Pacifista in half with just one slash from his swords, whereas two years prior he barely managed to only slightly damage one.
4.Admiral Fujitora
In terms of combat strength, Fujitora is considered to be one of the strongest individuals within the entire World Government structure, as an admiral is considered the "Greatest Military Power". Fujitora is at least strong enough to have Sakazuki's confidence in dealing with both Monkey D. Luffy, a notorious pirate, and Trafalgar Law, a rogue Shichibukai.
3.Mihawk
True to his epithet, "Hawk Eyes", Dracule Mihawk has exceptional eyesight, able to easily track Luffy's high-speed Gear Second movements, and strike with extreme precision, releasing a long-range slash at him while there was a chaotic battlefront of New World pirates and Marine officers between them.
2.Shanks
Little is known about what Shanks can do, as he has not been seen heavily engaged in battle yet; however, as a member of the Yonko in the New World, his raw physical power is immense. Shanks did not fear Whitebeard, the world's strongest pirate,and even had enough strength to clash with him,whereas some pirate captains quivered at the mere mention of Whitebeard's name. Rockstar also used his captain's name to convey to Whitebeard the importance of the letter he delivered to him.It was also stated by the Gorosei that he is one of the few people capable of stopping Teach.Admiral Akainu fought through many men and a few Shichibukai to get to Luffy, but when Shanks appeared, he did not challenge the Yonko.
1.Silver Rayleigh
Rayleigh is extremely powerful, easily one of the strongest characters introduced. Shakky vouches for his strength by saying that he is "100 times stronger than all of you boys", referring to the Eleven Supernovas.Furthermore, when Vice Admiral Garp was informed Rayleigh may be on Sabaody Archipelago, he told his men not to confront him nor should Fleet Admiral Sengoku be informed. Garp reasoned that the Marines should not confront two legends, Whitebeard and Rayleigh at the same time.
